I recommend JHS Racing at Keynsham near Bristol. Not as local as you might like but they do know their stuff with the Woolich software.

The woolich race guy not far from llandow! He is the main woolich guy who supplies all the others
As far as im aware you have to be in his database to be doing it legally
He designed the maps for kawasaki race team and used to spend a lot of time travelling around with race teams flashing their bikes on the fly
Ive been up with mine and although mine has one of thw rare ecu thats flashed for race set up by kawasaki, he tweaked it and flashed it to my low power band setting
Got his number if you need it

JHS is only a couple of miles down the road from me, I've never been there but everybody only says good things about then. That I've heard.

Could well be

He does a lot more cars and engine rebuilds i think
Ive used james at JHS but for me would use him for suspensions but not the flashing. Each to their own but if the choice is there i would use the skill set they are best at!
