Avatar size restrictions, seem too small?

I've been trying to crop a picture to make it comply,

Maximum dimensions; width: 120 pixels, height: 120 pixels, file size: 9kB.

I just can't seem to get the file size below 12kB at that given size.
I'm wondering if it's a limit of my file allocation size (which is 4kB I think), so maybe I need to get below 8kB before it'll save smaller than 12kB.

Anyway..., can this file size restriction be increased or should I keep on cropping?
1190 Adventure S, 990 Superduke, DRZ-400E - all the bases covered.

Try compressing the original image before you crop/resize ....

Nope, just can't do it. Even when it's so small you can hardly make out there's a bike in the picture... it's still 12Kb..

The only way I managed it was to select 'save for web' in Photoshop as even with a tiny crop and lowest quality it was still too big.

I did mine in paint.net , just cropped , resized then lowered the quality until the size was right to fit

Sorted - Paint.Net managed it.

Interestingly... I adjusted the quality slider down and at 93% the filesize jumped from 12kB to 6Kb, so there has to be some kind of minimum filesize restriction on my system.
