While I agree 100% with the sentiment expressed, if the old bill spot that vest he'll get tugged and at the minimum told to remove it, or maybe get a ticket under some public order or indecency offence for public display of profane language.
I'd be interested to learn how that photo was taken, wonder if it's a still grabbed from dashcam footage or whether the following driver snapped it with his phone (Oh, the irony....)

Yes i know what you mean , I put a picture of a local car spares company van on FB once , it was parked on the zigzag markings of a pedestrian crossing , someone had a dig at me for taking the pic , so i just put a clip of the run past on the dash cam there for them to see , it was a screen grab from that

Nothing to indicate the position in the following vehicle of the person taking the picture, so could just as easily be a passenger?

I was waiting at a junction tonight, just on dark, when some arsehole turned right across me and cut the corner so much he nearly took my front wheel out.
He was a scrawny little scrote in a baseball cap driving a scabby hatchback and he had an i-phone glued to the side of his face.
