IF this is all about a proper framework of legislation for all the self driving autonomous vehicles that are in the pipeline all well and good. I'm afraid that all the scenarios I've seen of such vehicles interacting with similar vehicles do not consider older non- autonomous vehicles.

personally i don't think these driverless vehicles are close to being here, who'd want to go on a bike that rides itself?
the whole thing about not being able to mod you vehicle would bring up too many obstacles and shout of monopoly. You would only be ale to use the factory spec oil, filters, tyres, chain, springs, engine management etc
what's the benefit? They won't be able to make the vehicles on the road atm backwards compatible so it's all pretty much a pointless quest by the government.
Also the cons aren't the first government to try this, the labs tried t back in the ninties.

I was hoping it would only affect, as inferred from the consultation questionnaire, new registrations but seems to be retrospective. Perhaps I got the wrong end of the stick (again) in believing this was mainly about electronic monitoring and autonomous systems that are being developed.
SO.....if you're bike was made with a cat in the exhaust it must have a cat and most aftermarket headers would therefore be illegal...

could be A LOT of bikes that are no longer allowed on the road then. Also a ton of aftermarket suppliers going out of business.

The market will just change. Aftermarket pipes will just be similar to the Akra's or Arrow pipes you can specify as dealer add-ons and need to be homologated for road use on your specific bike costing £1k and will move away from cheap loud pipes you get off flebay. If you're bike is a Kwaker with cats in the tail pipe you'll be stuck with the original probably.
