It's hardly the crime of the century, especially as this was on a new bike. Not a habit.
It just makes me laugh to see people chastise people for breaches of the road traffic act when they themselves regularly contravene traffic law.

Depending on the state of his licence (and the state of insurance cover), it may be best to roll with the punch, and be grateful for what he's got away with.

The third party cover offered by private car policies does not cover bikes, only other cars. Also there is NO WAY that an insurance company can back date cover - it is against the law for them to do that.
Anybody who rides a bike without insurance is as well as being legally in the wrong, is also morally in the wrong. What if he had had an accident and injured (or possibly even killed) someone? Insurance is not there just to protect the person insured, but also to protect other people from the isnured.
At the end of the day, he should be thankfull that he was snapped by a camera and not by a copper as they would have been able to check the Motor Isnurance Database and instantly know if he was insured or not.
I would never ride a bike without the appropriate insurance in place. I bet if he was hit by an un-insured car driver he would not be happy!!!!

if you get hit by an uninsured driver you will still get your money.
Insurers pay into a "pot" that is used whenever uninsured drivers are involved in accidents/claims.
uninsured drivers essentailly cost the rest of us money on our premiums to sponsor this. Although I bet if all the uninsured drivers in the UK suddenly insured themselves we wouldnt get a reduction in premium costs.

but when you are an innocent 7 year old girl walking along with her family and some idiot (without insurance)mounts the pavement and drags her for 30 yards before coming to rest ....
the heartache is bad enough but when you compound the fact that he should not have been on the road and the painful ever reminding slog of trying to get some sort of compensation starts.. thats when it really starts
it is about the money.... you need it for time off work, special care , and all the adjustments that have to be made.. :

I'm not saying driving without insurance is acceptable, it's not.
All I was illustrating is that most people pass judgement on others for breaking the law when they themselves are law breakers.
We don't get to pick and choose the laws we abide

the 14 day period will not apply in this case, there is no specific limit if DVLA do not have your details to give to plod. So he will probably get done for the speeding.
I don't think they cross check for insurance against each photo. So that will probably never come up.
But FFS get insurance before you ride, if your won't cover it and you cant get it covered, ask a mate who does have cover to ride it home.
