When I drove up the motorway last year, stretch of the M5 had road works on it and fixed gatso's set to 40mph, the traffic was moving about 20-25mph, and the camera flashed at EVERY car!! Inc. me, but must have been broken...

But hopefully things like that will make changes in the future for the innocent, but I'm sure they'll tighten up somehow.
I doubt we'll get away with speeding longterm, even if Gatso's are shown to be totaly unreliable........
