Noisy Neighbours
Has anyone had trouble with noisy neighbours? I now have.
Story is thus:
I served two young girls (18 and 19) a 1Litre bottle of Smirnoff where I work. I finished work at 11PM. I have to get up at 6AM. Suddenly it's 1:30AM and I can hear Queen playing and three off-pitch voices singing along to it. Now the problem is that the house emitting the noise is 5 doors away. So if I can hear it god knows what the immediate neighbours are putting up with.
I decide that if it doesn't stop in 15 minutes I'll have to make an appearance. And lo behold it doesn't. So I knock at the door at 1:45AM, with no answer (because they can't hear it). So I knock again after the song has finished. Guess who answers the door? Correct, the same girl that I served 5 hours earlier. Conversation goes as such:
Me: "Y'know some of us have work in the morning?"
Girl: "What?"
Me: "Some of us have to get up for work in the morning."
Girl: "So?"
Me: "Can you keep it down please."
Girl: "Ok."
I start to leave
Girl: "What's your name?"
Me: Keeps walking.
Girl: "F*ck off then you c*nt."
Door is slammed.
I turn to look at door.
Door re-opens and mother appears.
Mother: "Is there a problem? I'm the owner of the house."
Me: "Yes, there is a problem. It's 2 in the morning and I can hear your music from all the way over there."
Mother: "Well close your windows then."
Me: "My windows are closed."
Mother: "Well I haven't had any complaints."
Me: "Well you're going to get one if this keeps going on."
Mother: "Ok, have a nice night."
I return home and have a smoke. Doing this my living room light is on. I then go up to the bedroom and get a loud knock at the door. There was nobody there.
A quick call to the council and a letter to them is in the post.
Sorry for the long post, but I'm just infuriated by their attitude. I got two hours sleep, and have to work until 11PM tonight, having been up at 6.

Forgot to add that they turned off the music after my visit but then turned it on again 15 minutes later.

Typed up a little letter that I'm going to introduce to the direct neighbours, hopefully they'll sign it:

I, ________________ _______________________, am a tenant/homeowner residing at number ___ Holne Court, Kinnerton Way, Exwick, EX4; Would like to state that I was appalled at the noise being emitted from 10 Holne Court during the morning hours on the 6th July 2010.
The residents at number 10 were playing loud music and shouting with raised voices until the hours of 02:30AM on the 6th July 2010. I understand that one of my neighbours also residing in Holne Court approached the residents at number 10 around the time of 01:40AM in the hope of getting the level of noise reduced.
This was successful for about 15 minutes after which time the loud music resumed.
I hereby give consent for this statement to be used as evidence in conjunction with claim reference number WK20100502 and claim, made to Exeter City Council, Environmental Health Services on the 6th July 2010 in accordance with The Anti-social Behaviour Act 2003.

Personally i would be cautious of creating too much fuss directly, in an area where you have to live, when your details are known.
Is the house privately owned or part of a housing association? if the latter, write directly to them as no doubt there are "responsible neighbour" clauses in the rental contract
Also, you give the impression this is the first time this has occurred - if thats the case, let it go - there's far worse things to get stressed over! If it starts to happen every night, then thats a different story ....

It's the first time I heard it, but had a conversation with a neighbour about 10 minutes ago about how the woman living at the noisy house always creates noise and generally doesn't give a sh*t. So it's best something be done about it by someone instead of the neighbours just ignoring it. I would have let it go if they weren't so up their own backsides acting Queens of the world and bragging about how they never get complaints.

I'd be tempted to write it on their car or front door in spray paint the next time they wake you in the night, I'm sure none of your neighbours would report you!
Many years ago I had trouble with the pot head in the next door terraced house in Bristol, playing load music when he was stoned which could be 3 in the afternoon or 3 in the morning. We called the police at about midnight one night, who came and asked them to turn it down, they told the police to F**k off, which the police did, and as soon as the police rounded the corner cranked the music right back up again. I contacted the environmental health who wouldn't call outside of 9-5 unless it was a pre arranged visit, so it had to be a regular always the same time disturbance for them to visit with their noise monitoring equipment. Even then as I understand it their powers seemed to be limited to confiscating the guys HiFi. They did tell me I wasn't the only one to complain as it was a street of terraced houses. I was told to keep a record of the time date of the disturbances which I started, but then the guy moved out shortly afterwards. I suspect either the landlord evicted him/them, or it wouldn't surprise me if someone else in the street had persuaded him to leave?
I know someone who had trouble with kids in the street doing petty vandalism, and when he confronted the parents they just said he couldn't proove it was their kids although he knew it was as he and his neighbours had seen them more than once. He started throwing rotten eggs at the offender’s windows and when they confronted him he just denied all knowledge. Anyway it worked the kids stopped causing a nuisance, mind you that can just escalate things, especially if you live next to 'Raoul Moat'?! Also if you involve the police and you've done thing's you shouldn't have it could come across that you are as bad as each other.

Yes I’ve had this problem just as 6th gear has said only when it's every night or every sat night or something will the council come out. Though it only toke them the once to come out to solve the problem. I had resolved the problem a couple of times my self in the past. It was about 4 in the morning when I just so happened to be on my way home from the park after playing baseball by myself with no ball. But that only solved that night then about a month latter it would start again. Long term fix keep phoning the council they will get fed up with you ringing them.

My letting agreement says:
C. You must not do the following:
2. Anything, which may be a nuisance or annoy neighbours. You must not play any radio, CD, record player, television or musical instrument in a way that will cause a nuisance, annoy the neighbours or be heard outside your home between 11pm and 7.30a.m.
That said the landlord probably has little more power than you to actually enforce that. He might have a word, and he could threaten eviction, but then if they are paying the rent, and not wrecking the house, and the noise isn't disturbing him, then he probably won't evict them.
