there are no LED bulbs on the bike.
the front is using standard indicators and the rear little 'spear' units. nothing has changed since the relay blew.
the only new unit is the relay, the indicators have only had their bulbs replaced - new for old. before the relay went tits up the bulbs flashed at the normal rate.
there were a couple of repairs to be made to units but all four work fine, the only problem is the flash rate.
are these 'universal' flasher units rated differently ? depending on their value, surely the flash rate would differ ?????

The indicators flash at their correct rate because of the voltage of the bulbs, hence why LED's flash much faster because the voltage is lower or why a single indicator flashes so quickly, I'm sure if you added a third bulb they would flash really slowly!
Are the replacement bulbs the same voltage?

normal "mini" indicators do draw less load than conventional larger bulbs and as a result can make more sensitive relays flash faster. Had it on one of my bikes in the past.

I agree with Janner and Moose, I had the same problem on my old bandit, ended up getting a relay unit for a car as it had the right rating. A lot cheaper than a motorbike specific one as well, about £3 ;)
