Something closer to home! Looking on the Torbay site I noticed that they had quietly changed the rules for motorcycle parking 2011/2012. This could land a lot of bikers with unwarranted parking fines.

Motorcycles are legally defined as powered two wheeled
vehicles.
There are currently some dedicated motorcycle parking bays
in off street car parks which allow motorcycles to park free of
charge. It will be a contravention for other vehicles (including
motorcycles with sidecars or Quads, Trikes) to park in these
bays. Motorcycles are allowed to park in a limited waiting bay, permit bay or in a pay and display bay without the need to purchase or display a permit or pay and display ticket, i.e. they may park free of charge and without time limit. The only requirement is that motor cycles should park perpendicular to the kerb so not to take up parking spaces for four wheel motor vehicles and again no time limit applies. In limited waiting bays the above also applies.

On Street Parking (Pay at Meter)
Where dedicated motorcycle parking bays are provided on street which are marked on the road and signed with the motorcycle symbol, parking is free for all motorcycles. Otherwise motorcycles parked outside of these areas must follow the same terms and conditions as other motor vehicles and park in a marked pay and display bay and the rider must purchase a ticket for the duration of the stay. Tickets should be affixed to the motorcycle using a secure ticket holder available from any good motorcycle accessory store, or alternatively the rider should take the ticket with them and will be required to produce the ticket if a Penalty Charge Notice is issued to the motorcycle.

Mr Wake,
Thank you for bringing this to our attention, I have passed this on to the relevant parties to be amended. I can confirm that the policies are being changed, which will be effective imminently, to state that all motorcycle users wishing to park in a pay & display bay must purchase a pay & display ticket. In addition to this proposals are in place to increase the amount of specified motorcycle bays in Torbay.
Parking in limited waiting bays remains the same in that the bike should be positioned at a 90 degree angle with the wheel touching the kerb taking up as little space as possible.

Dear Sir / Madam,

With regards the revised parking arrangements for motorcycles, please could you let me know where I can purchase a motorcycle parking ticket holder ? I've tried all of the local motorcycle dealers, searched on Ebay and Amazon but no joy ?

Just had the following reply :

Dear Sir
Motorcycles can park free in Designated Motorcycle bays on street and off street (Torbay Council owned Car Parks).
They can park for free on the dividing lines at a 90 degree angle on on-street pay and display bays.
Finally, they can park for free off street (Torbay Council owned Car Parks) where there is no designated Motorcycle bay off street, so long as they are not taking up a marked Bay and not causing obstruction.
If you do wish to occupy a Bay and pay, you can either take the pay and display ticket with you and challenge if a Penalty Charge Notice is issued or perhaps purchase a Motorcycle tax disc holder and display within one of those.

Hi,
if you read my reply from torbay, you will see that they are the old rules, the new rules are not in place yet but imminent and they have put the new link up and not yet taken the old one down. I have provided both links to compare, and their reply to my e-mail. I wrote to the head honcho but it seems their own staff aren't clear on the subject. At least the confusion gives some ammunition should anyone need to dispute a ticket. lol
